This isn't always the best way to do it, but just something I've done since I started playing commander

Since it handles the commander without making it leave play, it doesn't go back to the command zone, which forces your opponent to destroy the land or the enchantment to get it back

While owning one would be super rad, I really cannot recommend trying to build an entire Persistent Petitioners deck with this specific copy of the card

Theres also no focus on format, so some cards can be better in Modern or Standard, while some cards might be more suitable for EDH

No big incentive to practically aim for this though
